Ten Ways To Spot And Stop Fraudulent Credit Card Orders

As the longtime owner of a couple of popular online stores, I've learned the hard way - through experience - that online criminals are constantly trying to take advantage of the ease in online shipping to commit fraud.
For consumers whose credit cards are used in online fraud, there's no loss. The bogus charges are almost always refunded. But for online retailers who get conned into processing the orders, there is no relief.

If it's fraud, you get a chargeback. You're out the order, the merchandise you shipped and the online fees charged by your credit card processor.

Those chargebacks are never pleasant. In the early days, I had my share. But after plenty of grumbling, I decided to consider them what financial expert and radio talk show host Dave Ramsey calls a "stupid tax."

Then, I set my mind to learn from them so I wouldn't keep paying the "stupid tax."

I started by making a list of every chargeback I was hit with over a 12-month period. I rigorously examined them, looking for patterns and similarities. As a result, I instituted some security procedures and checklists that have worked well in greatly reducing the fraud losses from my stores.

I still get stung, but very rarely these days.

The one single step that has most helped reduce fraudulent orders for me and my stores is to eliminate shipping to any location other than North America. I know, that's a drastic step. But while I no doubt do indeed do lose some legitimate business from overseas customers, it has been my experience that most fraud originates overseas.

And my experience is not unusual. Once recent study I have seen, from Cybersource, notes that fraud rates on overseas orders are four times the level of North American orders. Thus, not allowing orders from places other than the U.S. and Canada helps eliminate many of the problems.

Still, almost every day, some thief still tries to get through. Most of them are from criminals trying to see if a credit card number they have is still good. They'll place an order and provide a ship-to address in the U.S.

Below are my top 10 suggestions for catching the fraud before you complete the transaction. As many of these flags as you have on an order, the more apt it is bogus:

1) Shipping FedEx overnight is a frequent marker. The thief figures the merchant will move so fast to process the order that there won't be too much scrutiny. A dead give away and cause for you to seriously question the oder is when the overnight shipping costs approximate the item's cost.

2) Look at the phone number and e-mail address provided by the customer. Does the area code match the city and state of the customer? If the customer uses a free Yahoo!, Hotmail, or Google account, does it correspond to the customer's name? Thieves always use these free accounts. So, of course, do many genuine customers. But an e-mail to a domain not associated with free web-based accounts, with a username (the part before the "@" sign) that matches the customer, is usually good.

3) If your store has referrer info on orders, like Yahoo! Stores provides, for example, examine how the customer found you. My store's order info lists the search phrase they used, or the last page they came from. Thieves tend to search on phrases like "international shipping" or "overnight delivery" instead of the category or keywords products are advertised under.

4) Check the IP address. And IP (Internet Protocol) address is a unique numerical identifier that much like a house address. In this case, it identifies the computer network that the order came from. Your oder processing software should also show you the IP address that the order was sent from. Check it out. On my Yahoo! Stores, all I have to do is click the address and it does a trace, identifying the network location. If it's overseas, shipping to the U.S., I consider it fraud unless I can call the phone number and talk to a real customer.

5) Beware of mail forwarding operations and shipping to Post Office Boxes. Watch out for mail processing locations. Many thieves order your items from overseas and have them shipped to maildrops. Often, instead of a box number, these locations can be spotted by having a "suite" number under the address line. Miami and Houston have a bunch of maildrops serving South America. Seattle and Los Angeles have them for Asia. New Your City handles Africa and Eastern Europe. If suspicious, run the customer address through Google. Often you'll see it listed to a service for mail forwarding company.

6) Be suspicious if the shipping address and the billing address on the order are different. At the very least, whenever this happens, don't process the order unless you call the customer to confirm the order. Some stores even make it a policy to ship only to the billing address listed for the credit card. I get a lot of orders from parents buying my products for their kids who are away at college so that's not a policy we impose. But we always call when the addresses are different.

7) Always expect fraud when you get multiple orders submitted from the same customer in sequence, using the same credit card, or the same ship-to address.

8) Beware of unusually large orders. You know from your oder processing reports,what the average customer buys. You know what is a big order. Is it over $250? Over $500? Over $1,000? When the norms are exceeded you should carefully examine the order.

9) Be skeptical when you get orders with multiple quantities of the same product. It is common for fraudulent orders to be large quantities of a single item.

10) Look for typos, grammar and punctuation errors. Serious customers make mistakes in filling our your oder forms. But not nearly as often as thieves do.

If I had to boil everything down to a single piece of advice, it would be this: When in doubt, try to reach the customer. If the phone is disconnected, mark it as fraud. If there is no answer, leave a message on the answering machine. Then send an e-mail. If after 24 hours the e-mail and the call are not returned, do not process.

These are just some of the fraud indicators and precautions I've learned over the years. They are by no means exhaustive. But I have instructed all my employees to filter our orders through skeptical eyes. As a result, we've diminished our chargebacks to only two or three cases a year.

Federal law prohibits issuers from sending you a card you didn't ask for. However, an issuer can send you a renewal or substitute card without your request. Issuers also may send you an application or a solicitation, or ask you by phone if you want a card - and, if you say yes, they may send you one.
Cardholder Protections

Federal law protects your use of credit cards.

Prompt Credit for Payment. An issuer must credit your account the day payment is received. The exceptions are if the payment is not made according to the creditor's requirements, or the delay in crediting your account won't result in a charge.

To help avoid finance charges, follow the issuer's mailing instructions. Payments sent to the wrong address could delay crediting your account for up to five days. If you misplace your payment envelope, look for the payment address on your billing statement or call the issuer.

Refunds of Credit Balances. When you make a return or pay more than the total balance at present, you can keep the credit on your account or write your issuer for a refund - if it's more than a dollar. A refund must be issued within seven business days of receiving your request. If a credit stays on your account for more than six months, the issuer must make a good faith effort to send you a refund.

Errors on Your Bill. Issuers must follow rules for promptly correcting billing errors. You'll get a statement outlining these rules when you open an account and at least once a year. In fact, many issuers include a summary of these rights on your bills.

If you find a mistake on your bill, you can dispute the charge and withhold payment on that amount while the charge is being investigated. The error might be a charge for the wrong amount, for something you didn't accept, or for an item that wasn't delivered as agreed. Of course, you still have to pay any part of the bill that's not in dispute, including finance and other charges.

If you decide to dispute a charge:

Write to the creditor at the address indicated on your statement for "billing inquiries." Include your name, address, account number, and a description of the error. Send your letter soon. It must reach the creditor within 60 days after the first bill containing the error was mailed to you.

The creditor must acknowledge your complaint in writing within 30 days of receipt, unless the problem has been resolved. At the latest, the dispute must be resolved within two billing cycles, but not more than 90 days.

Unauthorized Charges. If your card is used without your permission, you can be held responsible for up to $50 per card.

If you report the loss before the card is used, you can't be held responsible for any unauthorized charges. If a thief uses your card before you report it missing, the most you'll owe for unauthorized charges is $50.

To minimize your liability, report the loss as soon as possible. Some issuers have 24-hour toll-free telephone numbers to accept emergency information. It's a good idea to follow-up with a letter to the issuer - include your account number, the date you noticed your card missing, and the date you reported the loss.

Disputes about Merchandise or Services. You can dispute charges for unsatisfactory goods or services. To do so, you must:

- have made the purchase in your home state or within 100 miles of your current billing address. The charge must be for more than $50. (These limitations don't apply if the seller also is the card issuer or if a special business relationship exists between the seller and the card issuer.) and, - first make a good faith effort to resolve the dispute with the seller. No special procedures are required to do so.

If these conditions don't apply, you may want to consider filing an action in small claims court.

Shopping Tips

Keep these tips in mind when looking for a credit or charge card.

Shop around for the plan that best fits your needs.

Make sure you understand a plan's terms before you accept the card.

Hold on to receipts to reconcile charges when your bill arrives.

Protect your cards and account numbers to prevent unauthorized use. Draw a line through blank spaces on charge slips so the amount can't be changed. Tear up carbons.

Keep a record - in a safe place separate from your cards - of your account numbers, expiration dates and the phone numbers of each issuer to report a loss quickly.

Carry only the cards you think you'll use.

According to experts, the average American family currently owes more than $8,000 in credit card debt. 4. Introductory offers expire before you know it, and the interest rate you were charged for the first three or six months, depending on the card, could now be considerably higher.

5. If you fall behind, don't be embarrassed or unwilling to call the credit card company to explain the situation. Calling and possibly being able to work out a more manageable payment plan is a far better option than avoiding the problem while the interest rate and fees continue to increase. Most companies will be more than willing to work with you, but only if you're also willing to address the issue and be responsible for your debts.

When you're in the hunt for a new credit card, some people find that they have had great luck with other banks and card carriers. It was the day before March Madness 2008 begins so I kept some time open to examine the brackets and make a small wager on teams I like, that was, until my credit card was denied.
I just contacted Household Bank, my credit card company, in regards to their denying my $100.00 deposit into an online sports wagering site. I spoke to a customer service representative who told me that several credit card companies have blocked using credit cards for gambling. Even though I have excellent history with them, I am not responsible enough to decide where and how I wish to spend my money.

I am appalled at this ludicrous debauchery dictating where and how I wish to spend my money. This is a cross between socialism and dictatorship and although this particular agenda may not inconvenience those who are not sport enthusiasts, it is a sign of where this country is headed. It is becoming more and more a liberal dictatorship. This country was founded under God and the Declarations of Independence was signed under God. God is under attack as well but it is a much larger issue because thankfully, there are still many believers and worshipers of God. This is the master plan; to eliminate God, build government, and socialize this great nation. Quelling online wagering by blocking credit cards is just another victory and step in conquering our freedom. This may seem like an extreme example, but is it really? Every holiday there is an attack on God and the bible. Homosexuality, an obvious abnormality, is being promoted by the media and Hollywood. Drugs and porn are still increasing with no sign of relief.

I cannot wager with a reputable company online but I can join porn sites and buy from online drug dealers with no problems. How does this make sense? The truly twisted hypocrisy gambling is on such a rise in America. There are casinos opening everywhere. I guess it is alright because once again, governments (Fed, state, & local) are raking in profits. I mean if we want to regulate people, let's start shutting their cards off at restaurants, grocery stores, etc. Obesity is the biggest problem we face and while all these obese persons sit around making decisions about others, they fail to stop and look at themselves. My intentions are not to insult anyone. I am just searching for answers and see if anyone understands what I am saying. Look at the bigger picture here, if this is not a violation on our freedoms, then please outline to me, what is?

Listen even if you are not a gambler, this issue proves the control governments and banks are putting on us. Furthermore, the web is filled with porn.

Why is America becoming so dependent on gambling? Local governments are passing and opening casinos across the whole country?

It is even hard to find a local bookmaker these days because they ran them all out but every other street corner a drug deal is going down. I understand gambling can be a serious problem for some but it is a back seat to many other legal vices. Alcohol has probably wrecked more families than anything; yet, I could go into a liquor store and max my credit card out. I can buy all the cigarettes I want, drinks at a night club, solicit prostitution through an escort service, and even purchase illegal drugs over the internet all with my credit card but I am unable to deposit a simple $100.00 to enjoy one of my favorite sporting events, March Madness.

Gambling is increasing growth every where in America yet, new laws prohibit online gambling. People do many things over and above what they should do but they are not controlled by where and how they spend their money. Credit card companies are trying to control our freedoms by not allowing participation in online wagering. We are in the biggest epidemic of house foreclosures because people over do things. People are losing homes because banks let them re-mortgage over their heads. So please do not tell me they are monitoring our credit card purchases for our own good.

Let's start being heard so we can maintain our freedom and keep our country safe under God. Too many lives were sacrificed from great men and women to get America where it is today. If you are carrying several credit card balances, you would probably be interested in 0 percent interest credit card offers. In case you aren't interested, you should be. Why? So you can transfer as much as possible of those interest bearing balances to a single no interest card and pay them off quicker. Think about what you are doing now. Credit card data encryption is one of the basics of PCI DSS compliance. In recent years more and more attention has been directed at the need for increased data security. The general gist of the PCI DSS seems to indicate that merchants should only keep the bare minimum of data on their system In other words, only the information specifically required for business, legal, or other such needs should be kept on an internal system. And all that information must be encrypted.
And yet studies have shown that many companies are failing to implement proper credit card data encryption measures. Why is this?

It could be due to the costs and confusion associated with credit card data encryption. Proper encryption can require greater resources than normal, including processing, bandwidth, and personnel resources. When companies start calculating the costs associated with these new security measures, many of them seem to think it's worth a little risk in order to save the money and resources.

After all, they might say, sure some companies have been targeted and breached. But really, do that many companies have a problem. Surely, out of all the companies in the world, a hacker wouldn't target me.

The unfortunate truth, however, is that hackers will, in fact, target anyone. And while many businesses have trouble spending resources to fend off a possible problem, that is exactly what the PCI DSS requires you to do.

Requirement three of the PCI DSS requires you to "Protect stored cardholder data." Credit card data encryption is critical to this requirement. The idea here is that anyone who happens to bypass any or all of your other security measures will find only a series of illegible gibberish. The only way a criminal can make use of these numbers is if they get a hold of the encryption keys as well.

This brings us to another part of proper credit card data encryption: proper storage and care of encryption keys. Many of the requirements here mirror those of regular data security. For example, a merchant must restrict access to the keys to the fewest number of people possible, and they must be stored in as few places as possible. There are also requirements to make sure a merchant uses the best keys they can. A merchant must generate strong keys, securely store and transmit them, and also periodically change their encryption keys and properly dispose of old ones.

Many companies these days are choosing to outsource their data security needs. Companies that specialize in credit card data encryption can implement all the proper security measures around sensitive data and encryptions keys. By outsourcing these procedures your company can continue to run as normal with minimal interruptions.

This is a convenient solution for many businesses, but there is another requirement that needs to be accounted for. The fourth requirement of the PCI DSS mandates that you "Encrypt transmission of cardholder data across open, public networks." The reasoning is simple. If a hacker cannot gain access to sensitive information on your system, they can try to intercept it in transit. Hackers can modify, delete, or divert this information and cause a lot of trouble.

Credit card data encryption, then, is required at both endpoints and in transmission. Anything less makes you a target for people with questionable motives.

As technology continues to grow, and credit card transactions continue to increase, stronger and stronger security measures are going to be required to keep information safe. And as consumers grow more weary of the risks involved with credit card transactions, these security precautions will determine whether a business can, in fact, stay in business. The PCI DSS requires that anyone who stores, processes, or transmits sensitive credit card information must do everything they can to protect that information. This can be accomplished in-house, or the payment processing can be outsourced to another company. Which begs the question: Is remote storage of credit card data a valid option? How does it compare to storing data yourself?
The PCI DSS is made up of 12 requirements which can be broken down into more than 200 individual security controls. Some of these security measures can and/or must be taken care of by the merchant in-house. There are, however, a number of requirements that can conveniently be covered by remote storage of credit card data.

The third requirements of the PCI DSS requires simply that you "Protect cardholder data." On the surface that seems like a distressingly broad and generalized requirement. Luckily it has been divided up into more than 20 different controls to express exactly what is required by it.

Encryption is a big part of this requirement. If you are going to retain information on your system it must be encrypted. The problem here is that sometimes companies don't understand exactly how encryption works, or what, exactly, constitutes valid or sufficient security. And even when encryption techniques are properly implemented, there's a whole other set of requirements regarding the protection of encryption keys.

Remote storage of credit card data can help you alleviate this problem. When you store your information in a secure vault off-site, you are working with a company (or should be working with a company) that specializes in data encryption.

On top of that, the first control listed under the third requirement states that merchants should "Keep cardholder data to a minimum," and "limit storage amount and retention time to that which is required for business, legal, and/or regulatory purposes." This practically encourages a merchant to choose remote storage of credit card data because then someone else gets to deal with the required procedures here. And these people, if you've chosen the right company to partner with, can maintain sufficient security measures and keep this data out of the hands of criminals.

Other requirements of the PCI DSS can be satisfied with remote storage of credit card data. These include requirements seven, eight, and nine. Seven states that you must restrict access to cardholder data by business need-to-know. Eight requires a unique ID for anyone with computer access. And nine says that you must restrict physical access to cardholder data.

How does remote storage of credit card data help you with these requirements? Some of them are obvious. Requirements nine is simple. Physical access is completely restricted because the data is nowhere on your system. The same is applies to requirement seven. When your data is stored remotely, only very specific people will have access to the information, and, in respect to requirement number eight, they will have (or should have) an ID attached to them so activities on sensitive systems can easily be tracked.

PCI compliance can be a complex, expensive, and time consuming endeavor. As more and more consumers become weary of conducting transactions with credit cards, the PCI SSC is going to do more to ensure a safe environment that encourages consumerism. Still, many companies have opted to procrastinate implementing proper security and reaching compliance because of the complexities involved.

Remote storage of credit card data is one of the best ways to reduce those complexities and take important steps toward PCI compliance.

Above all, the most important thing to remember is that a criminal cannot steal what you don't have. Storing important data off-site means you are no longer a target for people with criminal intentions.

We know that it's good to consolidate credit card debt (at least that is what we keep hearing from everyone). In fact, the first step towards addressing the problem of credit card debt is to consolidate credit card debt. Now, what are the steps to consolidating credit card debt? Should you just go with that attractive ad in the newspaper that says '...the lowest APR in the town is available here'?

The first thing, really, is to keep your eyes and ears open. There are always a number of offers available for you to choose from. Credit card suppliers keep coming up with new and more attractive offers asking you to consolidate your credit card debt with them. However, you must note that the APR quoted in bold, e.g. 0% APR, is applicable only for a short term (3-9 months). The long term (or the standard) APR is different. So, when you go looking for a credit card to consolidate your credit card debt to, you must be aware of these 3 things (in terms of APR)-- introductory APR, introductory APR period and the standard APR. Let's see how each one is important.

Introductory APR is probably the most attractive thing to look for when you are looking to consolidate credit card debt. If you consolidate credit card debt to a card that has a low introductory APR e.g. 0%, the first thing you get is a breather/relief in terms of the rate at which your credit card debt has been growing. Based on how long that 0% APR period is (generally you will look to consolidate credit card debt with a credit card supplier who offers 0% initial APR), you will at least be able to temporarily break the growth rate of your credit card debt. The longer the introductory period, the better it is. However, you should not ignore the standard APR when you consolidate credit card debt.

Standard APR is the interest rate that will be applied to your balance after the expiry of the introductory low APR period that was given to lure you to consolidate credit card debt with that credit card supplier. If the standard APR is too high and you know that you will not be able to clear off the entire credit card debt during the low APR period, that credit card is probably not the best for you to consolidate credit card debt to. However, if you think that you will be able to clear off the entire credit card debt during that period, you can make some compromises on the standard APR of the credit card to which you consolidate credit card debt.

The card that synchronizes with your current and future financial position (and needs), is the one you should choose to consolidate credit card debt to.
